The Fostering Team request your support in offering care and protection to children and young people who are Privately Fostered and live within Havering.
Colleagues in Education, Health, Housing and Social Care are usually the people who identify when a child may be living in a Private Fostering arrangement. Many do not realise that this is an arrangement which must be reported to the Local Authority’s Children Services Department. Failure to do so is a criminal offence.
Private Fostering is an arrangement made between a parent and another adult, who is NOT a close relative, for a child to live with that adult for 28 consecutive days or more. This is very different from the fostering arrangements which Local Authorities arrange for Looked After Children.
Children in Private Fostering households need supervision and support, with their carers often needing advice and guidance. It is a regulatory requirement of the Local Authority to monitor these arrangements.
Please support the essential awareness of Private Fostering by distributing our ‘60 Second Guide to Private Fostering’ to all professionals, and include in induction packs, briefings and meetings with staff to help ensure that all potential Private Fostering arrangements are notified to Havering’s Multi-Agency Safeguarding Hub (MASH) as required. Please also display the attached poster where it can be seen clearly again to raise awareness of potential arrangements.
